REGULAR SESSION OF THE BOARD OF COUNTY COMMISSIONERS
HUNTINGTON COUNTY, INDIANA MONDAY JUNE 21, 2010
The Huntington County Board of Commissioners met with Tom Wall, Jerry Helvie and Kathy Branham present.
IN THE MATTER OF MINUTES
6/14/10 Minutes
Kathy Branham made a motion to approve the 6/21/10 minutes. Jerry Helvie seconded and the motion passed 3-0.
IN THE MATTER OF CLAIMS
6/21/10 Claims
Kathy Branham made a motion to approve the 6/21/10 claims docket. Jerry Helvie seconded and the motion passed 3-0. The
check register was received and reviewed also.
IN THE MATTER OF PAYROLL
The Commissioners signed the 6/18/10 payroll claim docket and the longevity payroll. Also a separate payroll was completed
and signed for the uniform allowance for the Sheriffs Deputies.
IN THE MATTER OF DISCUSSION
*Director of HCUED Mark Wickersham came before the Commissioners to give them an update on the unemployment rate and also the Economic Summit meeting to be held 6 p.m. Wednesday June 23 at the Grand Wayne Center in Fort Wayne.
Energy Grant / Sheriff Vehicle Purchase / Jail Drains / Drainage Board
*Commissioner Tom Wall advised the other Commissioners that he received notification from the Indiana Office of Energy that the request for an energy grant was denied for the second time. The Commissioners will meet with David Koenig from Region 3A regarding this denial and how they can proceed.
*The Commissioners discussed the vehicle purchase from the Sheriff’s commissary funds. Sheriff Kent Farthing had to cancel the meeting today and will reschedule his appointment.
*Commissioner Tom Wall advised the other Commissioners of the issue with the drains at the County jail and how he suggested having Dana Howell with Burke Sewer Service to come in and clean the drains out. By consensus the Commissioners agreed to contact Burkes Sewer Service. Tom Wall suggested that the Drainage Board members wear ID badges whenever they meet. The other Commissioners agreed.
IN THE MATTER OF INVESTMENTS
Cumulative Courthouse
Treasurer Brenda Hamilton e-mailed the Commissioners concerning the Cumulative Courthouse Investment amount for July
2010. Jerry Helvie made a motion to reinvest $200,000 in the Cumulative Courthouse fund for 30 days. Kathy Branham seconded and the motion passed 3-0.
IN THE MATTER OF DISCUSSION
EMA Box Truck
By consensus the Commissioners allowed Rescue to have the old EMA 2001 Ford E350 Box Van.
Questionable Claim
Deputy Auditor Melissa Juillerat came before the Commissioners to discuss a claim that Auditor Kathy Juillerat presented to them at the June 14 meeting. The claim was for food and water purchased from Aldies & Walmart to take to a conference. State Board of Accounts advised to go by the County’s handbook. Melissa stated the problem with this claim is how you break down the items purchased to a daily rate of $26 per day. The items were also purchased a week before the conference. Kathy Branham made a motion to disapprove the claim. Jerry Helvie seconded and the motion passed 3-0.
THE COMMISSIONERS WENT TO THE ANNEX TO REVIEW DAMAGE.
Commissioner Tom Wall asked Administrative Assistant Kim Heaston to contact Insurance Management regarding the damage to the Annex building from the Friday June 18th storm. Kim was advised to send an e-mail to Holly Saunders, Director of the Senior Center regarding parking vehicles in the garage
and also about leaving a door open from the garage to the Annex with the air conditioning on. Kim was asked to contact Mike Bir regarding damage to the rubber roof that is over the Health Department.
IN THE MATTER OF DISCUSSION
Attorney Items
*County Attorney Robert Garrett presented the ordinance for the return of the Recovery Zone Bonds. Kathy Branham made a motion to approve Ordinance 2010-06 Recovery Zone Bonds. Jerry Helvie seconded and the motion passed 3-0.
*Robert discussed the proposed Registration for Foreclosed Properties and some of the issues with the proposal. On advice from Robert and by consensus of the Commissioners, the matter will not be pursued.
Highway Items
Highway Superintendent Troy Hostetler discussed the guardrail at 600 West with the Commissioners. Commissioner Tom Wall suggested that some type of reflectors be placed on the guardrail and additional signage be placed.
Admin Assistant Items
An employee presented a Notice of Appeal of Disciplinary Decision to Kim for the Commissioners to review. The Commissioners reviewed the appeal and at this time decided to take it under advisement.
DCD Items
DCD Director Nate Schacht came before the Commissioners to give them an update on the Brownfield Grant that was denied for the second time. Nate discussed some of the points that caused the grant to be denied.
Anybody know what was on the menu for the auditors conference? It must have been mighty tasty if the commissioners denied the claim.
