City Council Meeting Minutes for September 9th, 2008

COMMON COUNCIL – September 9, 2008

The Common Council of the City of Huntington met in Council Chambers, 3d Floor, City Building, Huntington Indiana, on the 9th day of September, 2008, at 7:00 pm, in regular session and in accordance with all applicable requirements.

Mr. Kent Yost, Executive Director Huntington Area Youth for Christ gave the invocation.

CALL TO ORDER

Mayor Steve Updike, called the meeting to order.

ROLL CALL

Members present were Joe Blomeke, Ervin Ebersole, Keith Eller, Brooks Fetters, Jason Fields, Steve McIntyre, and Jack Slusser.

APPROVAL OF PREVIOUS MINUTES

Fetters made a motion to approve minutes from the Council meeting held on August 25, 2008, and August 26, 2008 seconded by Fields. Motion passed 7-0. Documentation signed.

REPORTS FROM COMMITTEES, BOARDS OR COMMISSIONS – McIntyre reported the Transient merchant committee will meet in the next 2 weeks.

PETITION OR COMMENTS FROM CITIZENS – None.

OLD BUSINESS –

Ordinance 16-C-08 entitled “An Ordinance Fixing Salaries of Appointed Officers and Employees of the City of Huntington, Indiana, From and After December 21, 2008, Through the Pay Period Ending January 2, 2010.” McIntyre made a motion to read by title only, seconded by Slusser. Motion passed 7-0. After some discussion, Slusser made a motion to adopt Ordinance 16-C-08 on second reading, seconded by Eller. Motion passed 7-0.

Ordinance 17-C-08 entitled “An Ordinance Fixing Salaries of Elected Official From and After December 21, 2008, Through the Pay Period Ending January 2, 2010.” Eller made a motion to read by title only, seconded by Fetters. Motion passed 7-0. McIntyre made a motion to adopt Ordinance 17-C-08 on second reading, seconded by Slusser. Motion passed 7-0.

Ordinance 18-C-08 entitled “Ordinance for Appropriations.” McIntyre made a motion to amend the ordinance by cutting appropriation 451 Furniture and Fixtures by $8850, seconded by Fields. Motion passed 7-0. After some discussion, Fetters made a motion to read by title only, seconded by Blomeke. Motion passed 7-0. Ebersole made a motion to adopt Ordinance 18-C-08 as amended, on second reading, seconded by Eller. Motion passed 7-0.

NEW BUSINESS –

Aaron Hartman, City Garage Lead Mechanic and Dave Spencer, Street Department Superintendent, spoke to the Council to answer any questions in regards to increasing the staff in the City Garage to cover the work load. After some discussion, the Council would like for Hartman and the Clerk’s office to keep track of the expenses for outside vendors who do equipment repair; when City Garage can’t get to it due to work load. Council would like to review the research for the 2010 budget year in order to make a more informed decision.

Ebersole made a motion to adjourn, seconded by Fetters. Motion passed 7-0.
