Huntington Common Council met yesterday morning for their regularly scheduled meeting. The next meeting will be on September 9th at 7:00pm in the Council Chambers of the Huntington City Building (city police department).

COMMON COUNCIL – August 26, 2008
The Common Council of the City of Huntington met in regular session August 26, 2008 at 6:45 am in the Mayor’s Conference Room, 3rd Floor, City Building, 300 Cherry Street, Huntington, Indiana, in accordance with the rules of the Common Council and other applicable authority.
PUBLIC HEARING
Mayor Updike opened the public hearing for the 2009 Budget. The Council members discussed the Aviation Budget and requested the Aviation Board cut $4800 out of the proposed 2009 budget. With no one requesting to speak, the Public Hearing was closed.
CALL TO ORDER
Mayor Steve Updike, called the meeting to order.
ROLL CALL
Members present were Joe Blomeke, Ervin Ebersole, Keith Eller, Brooks Fetters, Jason Fields, Steve McIntyre, and Jack Slusser.
APPROVAL OF PREVIOUS MINUTES
Eller made a motion to approve minutes from the Council meeting held on August 12, 2008, seconded by Fields. Motion passed 7-0. Documentation signed.
OLD BUSINESS -
Jon Knecht, Airport Board, stated they will cut $4800 out of 206-012-362 Equipment Repair. This reduction satisfied the Council.
Council discussed the idea of an additional City Garage Mechanic or some part-time help for the City Garage. Council would like Aaron Hartman, City Garage Lead Mechanic and Dave Spencer, Street Superintendent, to come to the next Council meeting to get a better idea of what they need help with in the City Garage.
Christi Scher, City Clerk Treasurer, informed the Council that we will have a 27th pay in 2009 because of how the January 1, 2010 holiday falls on a pay date. This increased some of the salary appropriations to cover that payroll.
NEW BUSINESS -
Ordinance 16-C-08 entitled “An Ordinance Fixing Salaries of Appointed Officers and Employees of the City of Huntington, Indiana, From and After December 21, 2008, Through the Pay Period Ending January 2, 2010.” Fetters made a motion to read by title only, seconded by Fields. Motion passed 7-0. After some discussion, Fetters made a motion to adopt Ordinance 16-C-08 on first reading, seconded by McIntyre. Motion passed 7-0.
Ordinance 17-C-08 entitled “An Ordinance Fixing Salaries of Elected Official From and After December 21, 2008, Through the Pay Period Ending January 2, 2010.” Fetters made a motion to read by title only, seconded by Fields. Motion passed 7-0. McIntyre made a motion to adopt Ordinance 17-C-08 on first reading, seconded by Fetters. Motion passed 7-0.
Ordinance 18-C-08 entitled “Ordinance for Appropriations.” Eller made a motion to read by title only, seconded by Fetters. Motion passed 7-0. McIntyre made a motion to adopt Ordinance 18-C-08 as amended, on first reading, seconded by Fetters. Motion passed 7-0.
McIntyre left the meeting to go to work.
MISCELLANEOUS -
Todd Samuelson, Umbaugh, explained the outcome the LOIT tax will have on the City of Huntington. The Huntington County Council, on August 25, 2008 passed a .25% LOIT on Qualified Residential Distribution and .10 % Public Safety LOIT. The City of Huntington will still lose approximately $473,511 due to HB 1001.
The Councilmen would like to be more informed of any East and West Annexation changes before the next meeting, to be better prepared to make a decision.
Christi Scher, City Clerk Treasurer presented an Umbaugh bill that was paid out of the wrong CEDIT appropriation for the East and West Annexation study and requested that it be paid out of CEDIT Misc. Slusser made a motion to fix the bill so that it is paid out of CEDIT Misc, seconded by Eller. Motion passed 6-0.
